Should Texas permit appointed appellate lawyers to refuse to represent indigent clients?

In the Winter 2021 issue of the St. Mary's Journal on Legal Malpractice & Ethics, my article argues for reconsidering the Anders v. California procedure that allows appointed appellate lawyers in Texas to decline to represent indigent appellants and to file a full brief arguing against their client's appeal.
